Tell The USDA: Regulate Unlicensed Puppy Mills

In response to concerns about thousands of dogs who are denied basic humane care at large-scale commercial breeding facilities, The United States Department of Agriculture (USDA) has published a proposed rule that would close a gaping loophole in the Animal Welfare Act regulations.

The rule would require large-scale breeding facilities that sell puppies sight-unseen over the Internet, by phone, or by mail to be licensed and regularly inspected for basic humane care standards.

The USDA is seeking public comments on the proposed rule.

The Humane Society urgently need as many caring citizens as possible to speak out in support of the rule.

Industries that profit from mass-producing puppies are vociferously opposing the rule, alleging that it will cause businesses unnecessary expense to provide basic humane care for dogs.

The Humane Society also urges you to submit comments stating that providing humane care and safe housing for dogs is not a burden, but a fundamental responsibility. Please write today.
